Address by the President of the Republic of Srpska Željka Cvijanović at the ceremonial academy on the occasion of the 30th anniversary of the Ministry of the Interior of the Republic of Srpska: Dear Prime Minister of the Republic of Srpska, Distinguished Minister of the Interior of the Republic of Srpska, Minister of the Interior of the Republic of Serbia, Ministers in the Government of the Republic of Srpska, members of the Parliament, Director of the Police of the Republic of Srpska, Distinguished guests, representatives of institutions of the Republic of Srpska and Serbia, Representatives of associations originating from the defensive-patriotic war, Ladies and gentlemen, April 4 is one of the most important dates in the history of the Republic of Srpska. On that day, exactly 30 years ago, the Ministry of the Interior of the Republic of Srpska was formed. The establishment of our police followed less than three months after the momentous January 9, 1992. During the Defensive-Patriotic War, the police, together with the Army of the Republic of Srpska, made a key contribution to the defense of our people, the constitutional order and the borders of the Republic of Srpska. The lives of 782 members of the Ministry of the Interior were built into the foundations of our Republic, and we always remember them with deep respect and special reverence. From its inception until today, the Ministry of the Interior has remained one of our most important institutions. The guardian of order, public order and peace, security of citizens and their property, but also the backbone of the Republic of Srpska and its stability. The Ministry of the Interior and the Police of the Republic of Srpska are a guarantee for the freedom we enjoy today and which we intend to leave to our next generations. Out of a total of 30, this is the 26th anniversary of the police that we celebrate in peace and freedom. The challenges that the Republic of Srpska and its police are facing today are different from those from the first half of the 1990s, and thank God that is so. We will do everything in our power never to repeat what the Army, Police and residents of the Republic of Srpska went through in that difficult time of suffering, and to make peace, stability and security in these areas permanent categories. To succeed in this, we need strong, well-equipped and trained police. That is why it is important that we continue to invest in the modernization of funds for work, facilities, as well as professional training and education of new members of the Ministry of the Interior. The police work as an occupation is still very attractive for many of our young people and we are proud of that. Those who join the police every year are the best guarantee of its staff strengthening, vitality and continuity. In previous years, we have done a lot to improve the material status of members of the Ministry of the Interior, and we will invest additional efforts and funds in order to increase the salaries of our police officers this year as well. In addition to training and equipment, facing today’s challenges requires complete rehabilitation of the role of police officers, and upgrading existing competencies and instruments for efficient and smooth operation. For that purpose, it is necessary to innovate the legal regulations, which is the commitment of the Government of the Republic of Srpska. In all countries of the world, an attack on a member of the police, endangering his dignity, security and life, is treated as an attack on the state and its order. That is why we must deal strongly and uncompromisingly with all those who think that they are above the Republic, outside the law, or that they are below the radar of the law enforcement agencies. The Republic of Srpska and its police have been inextricably linked since its inception. According to all polls, the police is among the institutions in which the citizens of Srpska have the greatest trust. And the task of the members of the Ministry of the Interior is to take care of the safety of citizens and public order and peace, so is our obligation to guard the police and ensure the full dignity of this honorable profession. We must not allow anyone, neither inside nor outside the Republic of Srpska, to undermine the authority of the police and its members. The Ministry of the Interior of the Republic of Srpska must have the same ability to act within its own structure, and that is why we welcome any action to protect and preserve the integrity of both the police officer as an individual and the police as a whole. Strong police is the guarantor of the stable and secure Republic of Srpska. Those who do not wish us well are aware of this. But we are also aware and that is why we intend to further strengthen our police and its security capacities, for the benefit of the Republic of Srpska and all its citizens. I thank the Minister and members of the Ministry of the Interior of Serbia for their exceptional cooperation, but also for being, as other institutions of Serbia, always with the Republic of Srpska, both on important dates and events, and in performing daily tasks as well. At the very end, let me congratulate you, the Minister, the Police Director and all members of the Ministry of the Interior of the Republic of Srpska, on the Police Day. I wish you good luck and success in your future work, and a peaceful, stable and secure Republic of Srpska to all of us. It is an honor and a privilege for me, as the President of the Republic, to have the opportunity to award high recognition the Ministry of the Interior of the Republic of Srpska on the occasion of this important jubilee – the 30th anniversary of our police. The President of the Republic emphasized that efforts would be made to upgrade cooperation, so that Northern Macedonia would be even more a partner of Srpska in agricultural fairs.

Четврти април један је од најзначајнијих датума у историји Републике Српске. Тога дана, прије тачно 30 година, формирано је Министарство унутрашњих послова Републике Српске.

Стварање наше полиције услиједило је непуна три мјесеца након судбоносног 9. јануара 1992. године.

Током Одбрамбено – отаџбинског рата полиција је, заједно са Војском Републике Српске, дала кључни допринос у одбрани нашег народа, уставног поретка и граница Републике Српске.

У темеље наше Републике, уграђени су животи 782 припадника МУП-а, којих се увијек сјећамо са дубоким поштовањем и посебним пијететом.

Од самог настанка до данашњих дана, Министарство унутрашњих послова било је и остало једна од наших најзначајнијих институција.

Чувар поретка, јавног реда и мира, безбједности грађана и њихове имовине, али и главни ослонац Републике Српске и њене стабилности.

МУП и Полиција Републике Српске гаранција су за слободу коју данас уживамо и коју намјеравамо оставити нашим сљедећим генерацијама.

Од укупно 30, ово је 26. годишњица полиције коју обиљежавамо у миру и слободи. Изазови са којима се данас суочавају Република Српска и њена полиција другачији су од оних из прве половине 90-их година и хвала Богу да је тако.

Учинићемо све што је до нас да се никад не понови оно кроз шта су, у то тешко доба страдања, прошли Војска, Полиција и становници Републике Српске, и да мир, стабилност и безбједност на овим просторима буду трајне категорије.

Да бисмо у томе успјели, потребна нам је снажна, добро опремљена и обучена полиција.

Зато је важно да наставимо са улагањем у модернизацију средстава за рад, објекте, као и стручно усавршавање и обуку нових припадника Министарства унутрашњих послова.

Полицијски позив и даље је веома привлачан за многе наше младе људе и на то смо поносни. Управо они који сваке године приступају у редове полиције најбоља су гаранција њеног кадровског јачања, виталности и континуитета.

Претходних година урадили смо много на побољшању материјалног статуса припадника МУП-а, а уложићемо додатне напоре и средства како бисмо и у овој години повећали плате нашим полицајцима.

Поред обуке и опреме, суочавање са изазовима данашњег времена захтијева потпуну рехабилитацију улоге полицијаца, те надоградњу постојећих надлежности и инструмената за ефикасан и несметан рад. У ту сврху неопходно је иновирати законску регулативу, што је и опредјељење Владе Републике Српске.

У свим земљама свијета, напад на припадника полиције, угрожавање његовог достојанства, безбједности и живота, третира се као удар на државу и њен поредак.

Због тога морамо снажно и бескомпромисно да се обрачунамо са свима онима који мисле да су изнад Републике, изван закона, или да су испод радара органа за провођење закона.

Република Српска и њена полиција су од самог настанка нераскидиво повезане. По свим анкетама полиција спада у ред институција у коју грађани Српске имају највеће повјерење.

И као што је задатак припадника Министарства унутрашњих послова да воде рачуна о безбједности грађана и јавном реду и миру, тако је и наша обавеза да чувамо полицију и обезбиједимо потпуно достојанство ове часне професије.

Никоме, ни унутар ни ван Републике Српске, не смијемо дозволити да урушава ауторитет полиције и њених припадника. Исту способност дјеловања у оквиру сопствене структуре мора имати и Министарство унутрашњих послова Републике Српске и зато поздрављамо сваку акцију на заштити и очувању интегритета како полицајца као појединца тако и полиције у цјелини.

Јака полиција је гарант стабилне и безбједне Републике Српске.

Свјесни су тога они који нам не мисле добро. Али, свјесни смо и ми и зато намјеравамо и даље јачати нашу полицију и њене безбједносне капацитете, на добробит Републике Српске и свих њених грађана.

Захваљујем се министру и припадницима Министарства унутрашњих послова Србије на изузетној сарадњи, али и што су, као и друге институције Србије, увијек уз Републику Српску, како поводом важних датума и догађаја, тако и у обављању свакодневних послова.

Дозволите ми да на самом крају, Вама министре, директоре полиције и свим припадницима Министарства унутрашњих послова Републике Српске честитам Дан полиције.

Желим вам много среће и успјеха у будућем раду, а свима нама мирну, стабилну и безбједну Републику Српску.

Част ми је и привилегија што сам као предсједник Републике у прилици да Министарству унутрашњих послова Републике Српске додијелим високо признање поводом овог важног јубилеја – 30 година постојања наше полиције.
